Chantal Marin-Comeau

Chantal Marin-Comeau joined the Canadian Institutes of Health Research (CIHR) in July 2026 as Vice-President, Corporate Services & Transformation (VP-CST). In this role, she provides strategic executive leadership for the development, integration, and delivery of enterprise-wide corporate functions, including human resources, digital and security services, governance, strategic policy, government relations, communications, and organizational transformation. Chantal leads CIHR's modernization and transformation agenda by advancing operational excellence, service innovation, accountability, transparency, and organizational agility. As a member of CIHR's Executive Management Committee, she ensures corporate services and transformation strategies effectively support the Agency's strategic priorities and mission to improve the health of Canadians through research.

A seasoned public service executive, Chantal brings extensive experience leading large-scale transformation initiatives, digital modernization, service delivery improvement, strategic policy development, governance, and corporate operations across complex federal organizations. Throughout her career, she has championed enterprise-wide change, strengthened service delivery, and advanced government priorities through collaborative leadership and a commitment to excellence, accountability, and innovation. She is widely recognized for her strategic vision, people-centred leadership style, and ability to build strong partnerships that deliver meaningful results for Canadians.

Prior to joining CIHR, Chantal served as Assistant Deputy Minister, Enterprise Digital Business Case at Employment and Social Development Canada (ESDC), where she led the development of the department's enterprise digital business case and integrated digital roadmap. In this role, she played a key role in advancing digital transformation, strengthening enterprise governance, and supporting the modernization of service delivery for Canadians. Previously, as Assistant Deputy Minister of Service Canada's Service Design and Reporting Branch, she oversaw the delivery and modernization of major federal programs, including Employment Insurance, Old Age Security, and the Canada Pension Plan, serving more than 16 million Canadians. She also provided leadership in advancing reconciliation through her contributions to the development of Canada's National Action Plan on Missing and Murdered Indigenous Women, Girls and 2SLGBTQI+ people.

Chantal holds a Master of Health Administration and a Bachelor of Nursing Science from the University of Ottawa and has completed advanced executive leadership development through the Canada School of Public Service.

On a personal note, Chantal is a mother of two daughters, Geneviève and Béatrice, that she adores and has been married for 31 years.  She enjoys being with her family and friends, travelling, going to restaurants, and playing the piano.
